American intelligence analysts are certain that

with local doctors' accounts and video documentation of the tragedy -- are
considered proof positive. That is why the U.S. government, from the president
on down, has been unequivocal in its declarations that the Syrian military
gassed thousands of civilians in the East Ghouta region.

2 main reasons not to Go to War in Syria
If the rebels win, it’s bad news for the U.S. Assad is
no friend to the U.S. But neither are the rebel groups leading the charge
against the Syrian dictator. Indeed, many of the rebel factions have strong
ties to Al-Qeada. If the rebels successfully oust Assad, it’s entirely possible
that they will attempt to set up a new regime that is intensely hostile to the
United States. Intervention on the side of the rebels would also complicate
America's already-fraught relationship with Russia, which is close with the
Assad regime.
If Assad wins, it’s bad news for the U.S. Especially
if the U.S. is seen to have openly sided with the rebels. A win for Assad is a
win for anti-American forces Iran, which would see its influence in the region
strengthened. It’s also a win for Hezbollah, which is closely linked with
Iranian extremists. With no good option, then, the U.S. is better off staying
out of the conflict entirely.
Syria Where key countries stand
US
Washington has recently bolstered its naval presence in the eastern
Mediterranean, prompting speculation that preparation for an attack is
underway. Analysts believe the most likely US action would be sea-launched
cruise missiles targeting Syrian military installations.
UK
On Monday Foreign Secretary William Hague told the BBC that diplomatic
pressure on Syria had failed and that the UK, "the United States, and many
other countries including France, are clear that we can't allow the idea in the
21st Century that chemical weapons can be used with impunity".
France
The day after the reports of the attack near Damascus, French Foreign
Minister Laurent Fabius called for "a reaction of force" if the use
of chemical weapons was proven. He has also suggested that the UN Security
Council could be bypassed "in certain circumstances".
Russia
It has sharply criticised any possibility of Western strikes on Syria,
saying action taken outside the UN Security Council threatened
"catastrophic consequences for other countries of the Middle East and
Northern Africa".
China
China has joined Russia in blocking resolutions critical of Syria at the
UN Security Council. It has also criticised the prospect of strikes against
Syria.
